The Holland Town Council met Wednesday and:

• Set trick-or-treat hours for 5:30 to 8:30 p.m. Wednesday, Oct. 30. An annual town Halloween party will be at Holland Elementary’s gym on Thursday, Oct. 31. Doors open at 5:30 p.m. and costume judging begins at 6 p.m. There will also be a pumpkin decorating contest, door prizes and games, and a contest to guess the weight of a jumbo pumpkin.

• Adopted a proposed, 2020 budget in the amount of $392,942, up $8,402 from last year’s budget estimate. The maximum estimated funds to be raised locally is $170,393.

• Provided an update on the town’s ongoing $1.13 million water tower upgrade. President Tom Thacker said the project is 71% complete. Phoenix Fabricators & Erectors, Avon, should be out of town within two weeks after having sandblasted, welded and painted the 200,000-gallon Holland water tower near the elementary school. Paint must cure for a week, then the tank will be filled and sterilized, which could take a week. The Holland tower could be online by month’s end. Plans call for the new Stendal water tower to be online by year’s end.
