To the editor:
I read with interest the article regarding dogs running loose in the Dec. 22 Herald. Unfortunately, too many people fewl that it is perfectly OK to let their dogs run loose.
This puts both dogs and people at risk. Dogs could be hit by a car; people passing by a dog’s yard could be bit.
Unless and until owners who let dogs run loose suffer some serious consequences, the problem will persist. Strict enforcement of existing laws and serious fines sound like a good idea to me.
