Caretakers arrested after neglect death

PEKIN — Police arrested two caretakers Tuesday on felony neglect charges after the death of a man in their care was ruled a homicide.
On Feb. 13, Indiana State Police were contacted by a concerned family member after the death of 68-year-old Danny D. Harris.
Police say Harris was incapable of caring for himself due to medical and mental issues. He was in the care of Patricia A. Campbell, 56, and Russell Cartuyvelles, 50, both of 599 S. Robbs Lane, Pekin, whom Harris paid for both room and care.
Authorities said the residence was not a licensed care facility and neither Campbell nor Russell were licensed care providers.
Harris’ cause of death was ruled a homicide due to a lack of required medical care. The investigation that included Adult Protective Services, crime scene technicians, numerous interviews and the execution of a search warrant at the residence resulted in the Tuesday arrest of Campbell and Cartuyvelles at their home in Pekin.
Campbell and Cartuyvelles are charged with Level 1 felony neglect of a dependent resulting in death.
